has been developing his specializations in public investments (public procurement, concessions, PPP) and energy law right after his graduation from the Faculty of Law of Masaryk University in Brno. Having worked as a company lawyer in the E.ON group he was later a partner to a transnational law office, in which he gained substantial experience in both hereinbefore-mentioned areas as well as mainly in the field of information technologies.

Besides being a direct co-author of Act No. 137/2006 Coll., on Public procurement, he is also an author of the comprehensive Public procurement methodology pursuant to Act No. 137/2006 Coll., on Public procurement, elaborated for the Ministry for regional development. He is an author of one of the lessons of the eight-hundred-pages Writing course, the professional book issued by the Institute for International Research.

When working on these projects he gained extensive knowledge of the EC law of public procurement and concessions including judicial decisions and informal opinions and trends. He has been transferring his expertise in the forms of lecturing or holding workshops for both contracting entities and suppliers (e.g. for the Supreme Audit Office of the Czech Republic).

Milan Šebesta is a co-author of a comprehensive practical commentary book on the Act on Public procurement, issued in cooperation with the publishing house of ASPI, a.s. and a lecturer for the Public procurement Act and in the period from 2006 to 2011 he was a lecturer certified by the Ministry for regional development for Public procurement Act and the Public concessions Act.

In 2011 he successfully finished the Postgraduate Programme in Public Procurement Law and Policy at the University of Nottingham directed by Professor Sue Arrowsmith and was awarded the degree of Master of Laws (LL.M.).

He is also a holder of the mediator certificate based on Act No. 202/2012 Coll., on Mediation, entitling him to perform the position of a registered mediator to settle commercial and other legal disputes.
