graduated from the Law Faculty of Masaryk University in Brno. In 2011 he successfully finished the Postgraduate Programme in Public Procurement Law and Policy at the University of Nottingham directed by Professor Sue Arrowsmith and has been awarded the degree of Master of Laws (LL.M.).

He primarily specializes in the public procurement law (public contracts, concessions, PPP) with the specific focus on the operational contracts in the water industry, as well as in the law of state aid, EU funding and construction law.

His working record covers positions as a company lawyer, as a desk officer of a central administrative body and in a law office. He has started dealing with the matters of public procurement during his work for the Ministry for Regional Development (as the head of the European and international law unit and later as the head of the public procurement unit).

He is a direct co-author of Act No. 137/2006 Coll., on Public Contracts. He was a member of the appellate committee of the Chairman of the Office for the Protection of Competition for the area of public procurement and represented the Czech Republic in the Advisory Committee for Public Contracts within the European Commission and in the Workgroup I. (public procurement) of the Commission for the international law of commerce of the UN (UNCITRAL).

He has been lecturing and publishing on a large scale; in the period from 2006 to 2011 he was a lecturer certified by the Ministry for Regional Development for Public Contracts Act and the Concessions Act. He is co-author of the commentary to the Concessions Act (C.H. Beck 2006), of Public Contracts in Construction Sector (2nd eds, Linde Praha, 2009) and author of several dozens of articles on public procurement.

David Dvorak is a member of the Board of Directors of the Czech Construction Law Society, a member of the Editing board of the Bulletin Construction Law and a member of the Council for Qualifications of the Association of Building Entrepreneurs of the Czech Republic.

For several years he has been giving numerous presentations and publishing articles in professional publications.
